Order Crochet

can you please help me understand this crochet pattern?
this is for the leg of a stuffed cat i’m making. i copied it straight from the book:
row 1: 7 sc
row 2: 7 sc increase
row 3: 14 sc
row 4: 14 sc
row 5: 12 sc, 1 sc decrease
->row 6: 1 sc decrease, 7 sc, 1 sc decrease —- leave 2 stitches
<-row 7: 1 sc decrease, 5 sc, 1 sc decrease
->row 8: 1 sc decrease, 3 sc, 1 sc decrease
<-row 9: 1 sc decrease, 1 sc, 1 sc decrease
row 10: 14 sc ---- Pick up stitches
row 11: 14 sc
row 12: 1 sc decrease, 12 sc
row 13: 13 sc
row 14: 1 sc decrease, 11 sc
rows 15-20: 12 sc
*Crochet in spirals until the 5th row and in flat pattern from the 6th-9th rows in order to make a heel. Work on the 10th row to stitch the heel and instep by picking up stitches from the 5th-9th rows.

i really didnt get that last part. how do i pick up stitches?
and i didnt get rows 6-9. what do the arrows mean (it didnt say what they mean in the book)? how do i leave 2 stitches in row 6?
please help me =/
Rows 6-9 are *short rows*. That means that you turn before you get to the end of the row. You crochet the first 5 rows in a spiral. You’ll need to mark the beginning of the spiral and the beginning of each round so you can count the stitches for an accurate check at the end of each round.
Row 4: 14 sc (at the end of the round, you will have single-crocheted 14 times)
Row 5: 12 sc, 1 sc decrease (at the end of the round, you will have single-crocheted 12 times then single-crocheted the last two stitches together for a total of 13 sc stitches. To sc decrease: insert hook in next stitch, pull up a loop; insert hook in next stitch, pull up a loop–three loops on hook. Yarn over and pull through all three loops.)
Row 6: Over the 13 stitches from the 5th round, sc two stitches together for the “1 sc decrease.” [2 sts become 1] 7 sc. 1 sc decrease. Total stitches so far, 11 from Row 5 are now 9. Leave 2 stitches unworked and turn your work. That’s a “short row,” one that is turned before all the stitches are worked.
Row 7: Working over 9 sts from Row 6, 1 sc decrease [2 sts become 1], 5 sc, 1 sc decrease [2 sts become 1]. (9 sts become 7.)
Row 8: 7 sts become 5
Row 9: 5 sts become 3
Row 10 starts back at the same point that Row 6 started. You now have a curvy row that has the sides of some stitches in it. Between this starting point and the end of the row, you will need to have 14 sc stitches. That will mean *picking up* some stitches from the sides of the previous rows to total 14 stitches from the beginning point to the ending point of the row, which will end at the second of the 2 stitches you “left” at the end of Row 6.
