Can I share an article or pattern from a magazine that is no long published?

The magazine is “The Workbasket and Home Arts Magazine” last published in 1999. Would I need to get copyright permission if the magazine is no longer published?
To clarify. I want to share patterns over the internet for free download to other crafters. The patterns are from a magazine that is no longer published and I would not charge money to share these. Is this legal?

Technically, whether or not it is still published does not matter. If the copyright owner decides not to publish it as often as you think the author should, that is the author’s right.

In reality, the chance of someone finding out about your sharing and suing you is low.
